To have infinite solutions, both sides of the equation must be equal, we have to end with a statement that is true no matter what:

-14x+P = Qx+18

-14x = Qx

So, Q must be -14

-14x = -14x

For the next term

P = 18

So:

-14x+18 =-14x+18

Values:

P =18

Q=-14
