how do laws establish and preserve freedom

A law is stablished by the people when they want a order and it is obey by the community so the freedom can come and by freedom I mean that you are able to do only what the law allows one to do, for example, one wants to drink a beer when he is 18, no can do, one must be 21 or older so he can drinks and that is freedom
