use the points and plug em into the form
16 = ab^(-3)
a = 16*b^3
4 = ab^(-1)
4 = 16*b^(3)*b^(-1)
b^2=1/4
b =(1/4)^(1/2)
b=0.5
check the answer choices and you see that only the third one has b = 0.5
